Could this be the cause of my weeping oil? And why would it be partly hanging out? I'll take a pic next break.

Is there some kind of rubber seal under the head cover? Could iy possibly be leaking oil? After doing the gasket seal fix for the cam bore plug, I can now see what looks like a rubber seal creeping out from under the head cover. Anyone know?
