Before you relocate the turn signals, can you move the bags forward or up?

Hey Guys,

Bought some nice saddleman soft bags. Problem is, they are too big. They sit about 2 inches above my tail lights so whenever I go over a bump the bags hit the lights. Any ideas on how to fix this? Can I move my tail lights ? and where if so? Thanks
