What Troll said.....I had that issue with my bike when I first started working on the needed repairs.....the return cable was really tight (no play at all in the throttle)  Loosened it and all is well...plus some lube..

Start by disassembling the throttle housing and lubing the cables/throttle sleeve. Be sure you don't over tighten the return (idle) cable, as this will put a bind on the pull cable.

hi all,  ihavent ridden my 99 for a few months ,,now the throttle is very stiff,with no release
what should I look for,,do I have to remove the tank,,
