Stater cover pocket?

 The 99 has no cover there so nothing to worry about other then the 2 round plugs.......

because after 2001 there was a cover over the 2 plugs to clean up the looks of the cover.......13270-1397.........

 kind of a dumb question but it's been eating at me for, well, the whole time I've owned my bike – why does the left engine case (stater cover) have an indentation or pocket in it? It actually looks like something should be mounted in there and it's missing. Just curious that's all.
