Sorry, there is no justification. Collecting information, voluntarily, is perfectly acceptable. However, forcing only bikers off the interstate to undergo an interrogation is unacceptable.

Vehicle checkpoints have been declared constitutional only so long as they include EVERYONE. Otherwise they are discriminatory and violate the prohibition against unreasonable search and seizure. This is no different than being stopped on the street and searched solely because of you are wearing a hat.
