factory pipes and air cleaner mod= fuel controler?

Usually not needed. Go for it... if you have popping and backfires... then you can get one.

ok haven't found much or maybe I missed it. allot of discussion over fuel controllers if you pipe and mod your air filter/box.
but haven't found much to the fact that if I keep the factory exhaust and just mod the air filter do I still need a fuel controller? I understand I am introducing more air into the engine but I am not modding the exhaust or increasing the outflow. will just increasing incoming air flow warrant a fuel controller when the exhaust isn't opened up ?
