One thing I would take care of asap is that uncapped hose that spits fuel and has vapors coming out of it.  If you don't cap it or plug it you could have a "really hot ride" in more ways than one!

As to the hard starting, it is no doubt related to all the stuff being pulled off.  I have never seen a calif. emmission bike, but if you have a non Ce bike, try to work the systems simular to what you have on a good working bike.  I myself have a FI Drifter-non carbed, with Road House exhaust, and the early cat removed.  I have no problems starting mine at all.

Make sure your charging system is up to snuff, if it is as difficult to start as you indicate it is putting extra strain not only on the starter, but the battery, the volt. reg/rectifier etc.

A friend of mine bought a  '03 800 which came out of california. Starting cold it's not bad but takes a while before you can drive it till it warms up completly. Let it sit for 1/2 an hour after a ride and warm, it does not fire right up. Super hard on the starter like this.  Here's what it got.The bike only has 5000 miles on it, emmissions removed from new and k and n filter .roadhouse pipes, i assume jetted properly from dealer in california. Sea level is only 100-200 ft difference from there to here so not concerned about jetting realy. But being a california bike, i noticed there are more emmision parts ,hoses and other stuff than my 99 800. We got all the emmision parts with the bike in a bag. I assume the emmisions where taken off from new because all the parts in the bag are supper clean like new. Is the california carb differet than others? I see a number of plugged hoses and nipples . One bigger hose, 1/4 id or so now runs from carb to under the seat and open. Pressure comes out of that hose not to mention gas smell and even spitts a little.  According to the hose diagram it went to the canister. Canister is off to.
Now the bike runs fine when warm with out hesitation and makes good power. It's just the initial stating that sucks. Doesn't seem to be flooding but more like it's note getting the proper mixture, Pilot jet? I'm sratching my head
