99, I'm just outside Windsor. If your passing through the Windsor- Detroit border we could meet for a coffee. Not many Tims on your trip back. Drop me a line. When I brought my 800 down from Quebec I borrowed a handlebar sleeve which allowed to hook the tie downs to the loops instead of the chrome. I stapped mine down like a spiderweb but it never moved.

When I have to haul mine, I use a trailer, and I also put a 2x4 down each side of the tires, screwed into the trailer deck, with a short crossmember ahead of the front tire and behind the rear tire, screwed to the 2x4s. Then I tie forward, down and left, and down and right from the handlebars, and backwards left and right from the rear peg mounts. I have hauled it 3 times in the winter to warmer climes, and had no issues. I did purchase a set of handle bar straps, they are about 2 feet long by 1 inch wide with 'D' rings at each end; these keep all the hooks away from the paint.

Did it the same way  but put a 4"x 4" block of wood between the front tire and the bed of the truck. On my 2002 the fender sticks out about 1/2 inch past the front tire not sure about on a 99.

I hauled mine recently, had 3 tie-down straps.  One from the right handlebar, one from the left, going to the front right and left of the bed of my truck.  Last one was strung between the back of the bed wrapping once around the rear tire.  It rode 300 miles without a hitch.

I would check the straps every time you stop just to be sure, though i might have been paranoid because my tailgate had to stay down.

I'm picking up a 1999 drifter 1500 in Florida and hauling it to Canada 2,600km and I ask for your experience in the TIE DOWN procedure for the 1500 as I assume it's a little different than the regular crusers
