If you have a 99 and jsut got it and the rears seem to be bad. Spend 40 bucks or less and buy an air pump for them. Fill them with 35lbs of air and watch them for a little while Check once a week and I bet they will be fine.. I was getting ready to pull the trigger on new progressive 440s and thought Id give the 40 dollar air pump a try. I get a litttle oil on occasion but it seems the more I use them the better they hold up.
Here is a link to the pump I got. Its small enough to make it part of your on bike tool kit. And works great. Dont use a gas station compressor. or bike pump. this one has a check valve that keeps the pressure while disconnecting.

They are oil filled air adjustable shocks on the 1500.

It takes a special pump to adjust the pressure in the shocks.

There is an a manual adjustment on the shock, but it think it just adjust the dampening rate.

From the factory the 1500 shocks are set on the light side (for a rider less than 180 lbs.)

I had not had my shocks adjusted for my weight before i started riding mine, and hit a hard bump and ruptured a seal on one of the shocks.
The price from kawasaki for a direct replacement for a 99 was OMG high, so i went with aftermarket nitrogen filled shocks.

Progressive suspension makes shocks for the drifter, but I went with a company in England that custom built a set for the weight i needed to carry.

Does the '99 drifter have air shocks are are they coil over?  All the pictures I see seem to have a coil over system on them.  Thanks, Mike
