Sounds like a wiring problem. Factory turn signals should not light up when the brake is applied. Most likely a poor ground connection. There are three connectors behind the tail light; one for the brake & tail light, one for right turn signal and one for the left turn. I would look there first to see if the are clean and tight with no corrosion.  You will need to remove the entire rear light from the fender to see these connectors.

I had a similar problem with my 1999 1500 Drifter.  What year is yours?  Mine, when I bought it, would often start with the turn signal on.  I couldn't figure that out and the dealer wouldn't take any responsibility under warranty.
I next had an UNGO security system from Fire and Steel installed at the dealer and that failed in short order so I had the dealer remove it.
Then, whenever I'd use the right turn signal, the fuse would blow after 6 flashes or so.  So, I only used it when passsing an inspection because two Kawasaki dealers told me that they couldn't fix it.
Still passed the inspections, when I chose to pay for them...and the left, most important signal, worked fine.  Neither would cancel the way the design specified.

Ok, so here's the deal: The brake light, turn signal and tail light/license plate light all share a common ground. It's the bl-y wire. If the brake light turns on the turn signal, and the tail light turns on the turn signal, then the tail light ground is feeding back through the turn signal circuit to find it's ground. This kind of thing is common on cars with lots of plastic bodywork (like a Corvette). Take the tail light assy. off (2 nuts, easy to get at, I think they are 10mm). Inspect the plugs that connect the wiring, and make sure that they are all secure and there is no corrosion. Disconnect the tail light plug and try the turn signal. Next place to look would be the plug (5 wires) at the base of the swing arm, on the left side (Phillips screw and an 8mm bolt).  Somewhere in there, the power and grounds might have been switched. Just a thought, but has someone put a front turn signal assy on the back? There should only be a single filament bulb in the turn signal for the rear, the front has running lights added, and use the same bulb as the tail/brake light. Careful examination should resolve this problem.

4. I HAVE SWITCHED BULBS AND STILL WONT WORK

I NEED TO GET AN INSPECTION NOW AND IT WONT PASS  PLEASE ANY IDEAS WOULD BE VERY HELPFUL

Sounds like a ground problem. Two wires connect the signals to the main harness, one is power, the other is the ground. If you have power to the socket, then the only other problem is the ground. At this point, I would connect a jumper wire to the outside of the socket (that's the ground part) and then to a good frame ground. The chrome bumper should be good since it's attached to the swing arm and gear case...Since these turn signals are rubber mounted, the problem might be a broken wire near the socket, itself. Reach up under the fender and remove the 2 nuts holding the tail light on and check the wires in the fender cavity, too. There is a plug for each side, and perhaps corrosion had reared it's ugly head...

Vinman is having two problems... 1) he can't post for some reason and 2) he's got a bad turn signal. Here's the original message. Also he's says he's getting power to the socket and has replaced the bulb.
