Title: Is this a drain hole for condensation or just a hole that needs to be plugged?

Today, after a short ride, I noticed some drops on the garage floor. 
At first, I was afraid it might be an oil leak, but I found out it was just water. 
The water was slowly dripping from a small hole in the back of the muffler, most likely condensation (it's pretty cold here at the moment). 

Please take a look at the photo. Is this a drain hole for condensation or just a hole that needs to be plugged?

Condensate drain. Cars have them, too.
