My mid fork cover pn 44033b is loose and has become unattached from the... well I can't figure out what it's supposed to attach too or what stiffens it up. Any tips?

It's the one below that one. Below the horizontal bracket.
there is a clamp on the fork tube that holds the top of the cow bell against the bottom of the lower triple tree. I would try loosening the upper and lower bolts on the tree and then make sure the tube is completely seated up against the lower, and retighten. the clamp is not shown on the diagram, but it's there.
