Title: Are OEM Black bits painted or Powder Coated?

I need to touch up the black highway bar and rear fender 'bumper rail'. Are the OEM and Fire & Steel black bits on a 99/00 1500 painted or powder coated?

This has been a long time.... but I think they are all powder coated
