I know the shock distance is measured from center line to center line but are they measured in the free state or in the installed state? my center line measurement is 12.750 so do i get the 12.5" or 13"?

Not sure... not speaking strictly of motorcycle shocks, but I think most shocks "specs" will have compressed and extended lengths listed. "Installed" length is an ambiguous measurement that depends on other factors.
