I've been experiencing fuel starvation, bogging out, and stalling out over 60mph. Pull over it fires right back up and cruising along then over 60 same thing.
Have flushed gas from tank, removed the fuel petcock valve looks clean, no debris in tank or around petcock, perfectly clean inside petcock.
2006 31k miles, any ideas??
It certainly sounds like a fuel delivery problem, and I'm sure you're aware that the Vulcan 800 has a vacuum petcock not strictly gravity. But can you safely rule out say an ignition issue? -- are you absolutely certain it's fuel starvation that's causing the bike to cut out?
Try riding with the petcock in the "Prime" position, that might help you figure out if it is a petcock problem (make sure that you have a full tank first!).
Aslo, do a visual inspect on the vacuum tube to the petcock in case it's a bit loose at either end.
Next time it starts messing with you try popping the fuel cap. May have a tank vacuum happening if the cap breather is not working. The previous owner of my 800 said that it happened to him but has never done it to me since i have had it. If you have a spare key then insert it into the fuel cap. At the first sign of trouble just reach over an open it.

I was going to suggest this possibility as well--- could be a vent problem. Might check the vent lines for kinks or blockage
- On my new-to-me 2000 Drifter 800, it was the tank vent -
Would rev past 5k in 1,2,3 --but would consistently die past 60 MPH .. then restart 1-2 minutes later --
Took a napkin into the tank, under the filler, to catch the crumbs, and a tiny allen key, cleared the gunk out of the vent INTO the tank, ran fine --
