Those locks see a lot of water what with wet rides and washing; a person should give the a shot once a month.

Try lubing all of them.  These type of locks are pretty prone to getting a little sticky, and not working properly.

Thanks guys, after your suggestions I tried the key in the helmet locks and they work but I had to really push them in hard and use a pliars to get out so maybe some solvent or WD might help. When I tired to cove lock I noticed it wasn't turned all the way to lock position so the key let me turn it, I heard the click and now I can't get it open but presumably the key is the right one and might be slightly worn anyway. I have two sets but maybe a trip to The Kwakker Dealer might net me a crisp one. Thanks again guys, I didn't know about the single key fits all.

If you last key is an original key the number is engraved on the key. Take the number to a kawa dealer and have a new one made, maybe the old one is just a bt worn in the wrong place. Could work with ingition but not the other lock.

If you can remove one of the locks there will be a number stamped on the inside and you can get a key cut from that number, I have two keys for my bike but I have four copies of each key..In fact I have four copies of every bike key for every bike I own..

If you can drill the retaining bolt heads off the lock will slide free and you can undo the bolt shafts with a pair of pliers.

I never got the keys to my helmet locks and the ignition key wont turn the lock on the side cover. Have I any hope of getting a replacement cut for them on a 99 Drifter 1500?

If they are original the ignition key fits them all. Sometimes the side cover is a bit difficult... it might take a bit of jiggling to get the key to work. If you only have one key, go get some copies. These keys are soft and break easily.  Has the ignition been replaced?
