Get some of this: http://www.eleathersupply.com/fringe.shtml and use some E6000 glue (available at hardware stores, Walmart, and home supply stores) to glue it on under the leather flap on the seat.  Did mine 4 or 5 years ago and it's holding up great!

Winex, Having re-read your post, are you wanting to replace the skirt ONLY, and leave the seat the same??  I'm not sure about that - the skirt is sewn into the seat.  You might be able to take the seat to a leather shop, and they could take the original out and replace with something you want.

Another option would be to have a skirt made that you like, and then fasten it OVER your existing skirt, with snaps or velcro or something...
