Be easier as PC mentioned to just drop the tire,besides you have to remove the tire to get the fender off anyways.

The fender is attached to the lower part of the forks, so lifting the bike will not change the distance between the fender and the tire.  You can lift it and remove the tire though.

The distance between the fender and the tire are a fixed value. If you drop the front wheel off, you will have plenty of room.

I hit a bump and basically the entire indian head light on the front fender flew off never to be seen again. Only thing left is the base mounting plate. I bought a new one on ebay. I need to remove the base plate first to install the replacement.
Will I need to remove the front fender or will lifting the front with a jack provide enough room to get between the tire and fender?
