I make mudflaps for Drifters and Indians out of water buffalo hide with studs and conchos. They aren't made to be velcroed on and off. Mine are built to stay and fastened by drilling holes thru fender and flap and attaching with 8-32 1/2 " stainless machine screws, thru stainless finish washers, into steel 8-32 x 1/2" Tee nuts. Been on for 15,000 miles. I change conchos every so often, but never the mudflaps, and I live in the PNW.

I have my mudflaps attached to my 800 with industrial strength Velcro (which I purchased at Home Depot).
In 7000 miles miles of riding I have not had a hint of a problem.

A lot of folks use commercial grade velcro. It does require the inside of the fender to be very clean. You may also want to use a good adhesive as well.

If you see my pic under harley comments the flaps are secured by rivets  it was that way when I bought the bike, some use heavy duty velco, if I was starting it out I personally would not drill holes but like I said my 1500 came that way.
