Back in the '90's Moto Guzzi used to had chrome fenders that were painted matching color to the bike and the chrome was used a a trim ... so yes chrome can be painted ... but as to how, I do not know.

The paint will flake off the chrome eventually.  Sandblast first, then the paint will stick.  I would personally recommend powder coat (sandblasting is required with this as well), it's not that expensive.  Go to your local powder coating shop and talk to the guys...If you're not in a hurry ask them how much to sneak it in with the next coat of black...tell them that you can wait until they are doing a big batch of black parts.  But don't worry, they do black all the time and you'll get your piece done right.  Powder coating will stand up better and look nicer in my opinion.  Any powder coating shop will be able to sandblast the part as well.

I have a chrome crash bar that I want to put on my drifter but I have the '99 blacked out version so naturally I want my crash bars to be black as well.  I've heard powdercoating is quite expensive so I was wondering what you guys think about just painting it black?  Will the paint even stick or will it all just flake off?
