I know you list yourself as having a 1500, but this problem sounds more like what would happen with a carbed bike. The injection system should not have any issues with fuel level until it runs dry. A carbed bike will have this problem, especially if the vacuum-vent is not working (clogged passage) or pinched vent hose. If the vent cannot supply air to the empty portion of the tank, the fuel flow will stop. Opening the cap will relieve the vacuum and start the flow again.

I don't know that you should assume rust is causing your surge problem, a little more diagnosis may be in order. But, to answer your question

I have rust inside the gas tank that is now causimng the fuel system to act up. I am assuming this is the problem as the bike acts like it's running aout of gas when there is clearly half a tank in there ???.  Especially at higher speeds when I throttle up it starts to slow down and want to shut off then seems like it gets a shot of gas and lurches forward...it does this repeatedly, got very scary going on the highway (happened to me twice)  :o - as soon as I fill the tank it seems to aleviate the problem. I can see rust inside the tank that is why I'm assuming this is the problem.  I knwo there's some kind of coating that can be done, has anyone had this done? If so, what did it run cost-wise? does anyone know what a new tank would run...? I'm scared to go on the highway. HELP!
