EFI doesnt shut off

did you continue to hear it after you opened the gas cap?   Did you leave the bike in the sun?

The drifter's gas cap has a vent which relieves pressure in the gas tank. If that vent is slightly restricted for any reason you get a whistle. Opening the cap stops the noise. No harm done in any event.  Allowing the bike to sit in the heat/sun can also cause venting periodically.

When you turn the key, the bike's efi goes through several steps... one of which is priming the fuel pump... that's what you hear. With the power off, there is no way the efi can be activating the fuel pump without some really strange wiring problems... which I think is highly unlikely.

I suspect what you are hearing is the gas cap venting. You know this is the case if it stopped when you opened the cap.

'02 Vulcan Drifter 1500

A couple days ago after a 20 min ride the EFI kept kicking in on my 2002, 1500.
The bike was shut off but it kept going every few minutes.
I opened the gas cap and there was a lot of pressure released when opened...
Also when turning the key over there was a glugging sound in the gas tank.

Any suggestions?
Bike seems to be starting and running fine....
